डिजिटल इंडिया का जन्म मेरे सामने हुआ है ...Director (Er. Shiv Tiwari))

मै वर्ष 1997 मे UP Asbestos लिमिटेड मोहनलाल गंज लखनऊ के सिमेन्ट प्लांट का शिफ्ट इंचार्ज रह चुका हूँ। उससे पहले मोहन meakin ब्रेवएरीज़ लिमिटेड डालीगंज लखनऊ मे शराब बनाने का कार्य किया है। उससे पहले नैशनल फर्टिलाइज़र्स लिमिटेड नांगल यूनिट पंजाब मे urea खाद बनाने का कार्य किया है। वर्ष 2000 मे एक कंप्युटर ट्रैनिंग सेंटर का उद्घाटन करवाकर नई दिशा मे चल पड़ा। केमिकल इंजीनियर होने के बावजूद मेरा मन कंप्युटर मे ज्यादा लगता था। तभी पब्लिक साइंस जूनियर हाईस्कूल को सरकार से मान्यता मिल गई। 

 

बचपन राष्ट्रीय स्वयं सेवक संघ की शाखाओ मे गुजरा, जबकि समाज कार्य अरविन्द केजरीवाल, मेधा पाटकर, अरुणा राय, संदीप पांडे, शैलेन्द्र सिंह आदि के साथ मिलकर किया है। इसी दौरान केंद्र सरकार की तरफ से डिजिटल इंडिया कान्सेप्ट पर बार बार मीटिंग होने लगी और देश मे इस पर चर्चा तेज हो गई। सीतापुर के तत्कालीन DM आमोद कुमार और हरदोई के DM अभिषेक सिंह की मीटिंग हुई जिसमे सौभाग्य से मै भी उपस्थित था। मीटिंग मे लोकवाणी केंद्र खोले जाने की पटकथा लिखी गई। केंद्र सरकार से अनुमति मिलने के बाद पूरे देश के लिए लोकवाणी चालू कर दी गई। इसकी सफलता के फलस्वरूप उत्तर प्रदेश सरकार ने ई डिस्ट्रिक्ट सुविधा चालू कर दी, साथ ही अन्य राज्य सरकार ने भी इसी तर्ज पर अलग अलग नाम से जनसेवा का रास्ता खोल दिया। इसी दौरान सूचना का अधिकार अधिनियम 2005 लागू हो गया और देश भर मे सरकारी विभागों का डिजिटल होने का सिलसिला प्रारंभ हो गया और CSC समेत कुछ कंपनी देश भर मे डिजिटल रास्ते पर काम करने लगी।

 

डिजिटल इंडिया के तहत यह तय हुआ था कि गाँव-गाँव मे जो केंद्र खोले जाएंगे, उन पर आने वाली जनता की सभी जरूरते एक ही केंद्र से पूरी हो जाएगी। किन्तु व्यवहार मे देखा गया कि कोई पैन कार्ड बना रहा है, कोई पासपोर्ट, कोई epfo , कोई बैंकिंग, आदि कार्य कर रहा है। किन्तु एक भी केंद्र ऐसा नहीं दिखाई दिया जहां पर सभी सेवाएं मिल सकें। तब डिजिटल पब्लिक सेवा की पटकथा लिखी गई। 

 

डिजिटल पब्लिक सेवा एक ऐसा प्लेट फॉर्म है, जिससे जुड़ा कोई भी व्यक्ति उतना ही ताकतवर होता है, जितना कि मै। यहाँ हर प्रकार की सेवा हर कोई दे सकता है। चाहे उसके पास ज्ञान कम हो, अथवा संसाधन कम हो। पहले से जनसेवा या csc केंद्र संचालक भी हमसे जुड़कर अपनी आय मे वृद्धि कर सकते है। हमारे द्वारा दी जाने वाली मुफ़्त ट्रैनिंग ही आपकी ताकत बनती है। यह क्षमता डिजिटल पब्लिक सेवा की टेक्नॉलजी के जरिए प्राप्त होती है।
